If all of Italy is on lockdown, I don't see how they can operate these flights if no one, possibly air crews included, can leave the country. If you want a refund, you need to be proactive - you cannot ignore your ticket and let it go past departure time or that is a no-show and UA has no obligation to do anything for you.
