I asked one of the Lurkers to look into this and they contacted the property. Here’s the response: “I've spoken with the front desk at the Courtyard Hamburg City and was informed that the Food & Beverage credit (for Platinum Elite members and above Welcome Gift) can only be used towards the hotel's restaurant and bar; it cannot be used for breakfast. The front desk agent explained that this is the policy they have incorporated at their hotel. As outlined in section 4.1.c.ii. of our Loyalty Program Terms & Conditions, "Local policy may prevail over Loyalty Program standards at Participating Properties, and some Elite membership benefits may not be available at some locations."

I stayed for 4 days and was only around for breakfast. So I settled for the meager welcome points.

Won't be back at this property as I woke one morning to a young man standing in my room. Apparently housekeeping ignores do not disturb signs here.
