I am guessing this is the reason I see Bags 0/0 on the boarding pass despite checking in a bag and having the ticket counter agent stick the baggage tag label to the back of the boarding pass. I checked in online from home and during OLCI, I selected 'Not Sure' for number of checked bags and 'Collect at airport' for boarding pass.
