The spa has a steam room and whirlpool if I remember correctly. However, I believe they are only accessible if you have a spa appointment or membership.

Some views are great, others not so much. I'd argue that if you want to sit in your hotel room and look out a window that A: New Orleans isn't for you and B: Pick a hotel closer to the river. Yes, you can definitely hear traffic, sirens, music on street-view rooms. I think that's to be expected when you're in an old building with older windows on a busy street in a city that parties 24/7.
