By that logic why would Qantas have bothered to "deep clean" the aircraft that came back from Wuhan?
The logic of promoting these deep clean was to satisfy the curiosity that it was a contaminated plane irrespective if it was actually contaminated or not depending on the science. The PR promoted the deep clean. This satisfied most punters but somehow they missed the message when it came to toilet paper requirements.
Also I suspect the cost of the deep clean would have well and truly been part of the charter cost paid for by the taxpayer ie me.
