I don't believe flights to/from Italy are banned - QR131 (Doh - Rome) is in the air now - and will return as QR132. Also I don't believe Italians, in general , are banned.

My understanding from the QR website travel alert is if you originate from Italy (and 13 other countries announced today) - you will NOT be allowed into Qatar - you would be able to transit though.

I will add that at the rate travel advisories/alerts are issued daily - it is confusing and not 100% clear - hence leading to more uncertainty & cancellations.
