Call or e-mail the embassy, it could depends from also where you live.
I've a AMS-DOH-DPS return trip coming up next month, and since I don't want surprises at the QR check-in or on arrival, I've just emailed the Indonesian embassy as Italian passport holder NOT living/transiting Italy - and of course not having been in IT from past year.
