The situation in the USA could evolve quickly.
But airlines are in a terrible situation.
BA, like most airlines, have too many planes and staff unless they can force unpaid leave. Loads are low throughout the network. Marginal costs of flying a low-loaded ac are not that huge and maintaining a regular routing (with possible frequency downgrade) might be important. Fuel costs have become much lower and other marginal costs are not that high.
