Does anyone know if passengers who transited in HKG to enter Japan have to go through the 14-day quarantine?

I am looking to fly SFO - HKG - TPE - CTS (a combination of CX and EVA). Unfortunately my CX flights from HKG to CTS are cancelled

Any suggestions on alternate routes without having to do the 14-day quarantine? I don't have a HK passport.
