There's a chance the 9 digit / 12 digit thing was unintentional, just two different systems for generating codes. I think that's actually more likely than Citi issuing two types of mailers, one that could be transferred and one that can't, for some reason.

Citi did, however, change the 9 digit codes to be one-time use.
