What's the location (at least in terms of country)? In the US, I've received many cars with chipped windshields at Avis/Budget and pointed them out at the exit gate. Most times, they say that it's small enough and not to worry about it, but I force them to document it so I don't get charged for it upon return. Toronto makes you fill out the damage form, but they haven't even wanted to mark small-ish windshield dings in the past. Other regions, though, they'll be forcing you to pay for a windshield for even the smallest damage.
