Impossible to say. Plans constantly change and evolve based on how the world mutates. Who'd have guessed that we'd have had a 9/11 in August of that year? Or, for that matter, who'd have thought that COVID0-19 would've popped out of Wuhan? Plus, even when plans are made, they can be changed.
