Not first-hand experience but I read a blog post from a guy who returned from one of the countries listed. He was given the quarantine notice at the airport, then stayed inside his apartment for several days; every day local health authorities called him to ask for his condition and temperature reading. After a week he went out once (to take out the trash) and a few hours later was visited by police officers who fined him for violating the quarantine
