IANAL but isn't the contract void on this specific passenger because of contract frustration?

https://en.wikipedia.org/wiki/Force_majeure#Common_law - while airline usually avoid any purpose of contract like the plague, even the most basic air ticket cannot disclaim an implied purpose that the passenger, a national of Japan, will be able to fly from Korea to destination. Once quarantine is imposed, that's frustration.
