This is true of (nearly) all frequent flyer programs, not just Delta. Award seats are capacity controlled. The alternative is a program that allows you to "buy" tickets with points, but then the number of points will be directly related to the cash price of the tickets. This can work well if you redeem for domestic economy cabin tickets which cost a few hundred dollars, but not as well if you want intercontinental premium cabin tickets which cost thousands of dollars.
