I doubt you will get very far with this CC dispute - you are subject to the terms of the OTA rather than the airline.
I understand you and agree 100%..... as long as they have that language in their policy. I read through everything when I booked this flight and made triple sure that there was no language indicating that it could not be refunded..... if I had missed something it would be on me. But since they seem to have either a) no policy or b) no posted policy... I can't imagine how they would prevail in the dispute.
