However I think the crackers were loaded separately and the F/A just placed them on the ham & cheese casserole, when they were served, or else the moisture from the ham and cheese will make the crackers soggy.
I see, that makes sense about the crackers. Calling this a "charcuterie" plate is still a stretch.
