This has been reported many times in here that an OTA will refuse to apply the 24hr cancellation policy (despite that the airline will allow it) and I have experienced it myself too. This is one of the many disadvantages of booking with an OTA rather than with airline directly. I doubt you will get very far with this CC dispute - you are subject to the terms of the OTA rather than the airline.
