Quarantine is defined as follows:
"Quarantine – You or Your Traveling Companion is forced into
medical isolation by a recognized government authority, their
authorized deputies, or medical examiners due to You or Your
Traveling Companion either having, or being suspected of having, a
contagious disease, infection, or contamination"
So technically I think it's not covered because you are not under quarantine, rather the hotel is in a quarantined area. If you were
at that hotel and needing to cancel your trip back, then that would be covered. But I also wouldn't be totally surprised if your claim were approved because it involves a government quarantine order and they aren't always so pedantic.
The bigger question is why is your hotel in the quarantine zone not letting you cancel without penalty?
