If you hold Sapphire Reserve -and- are using the portal, Chase Freedom Unlimited provides slightly more value per dollar spent than CapitalOne.

CapitalOne: Spend $1, Earn 2 points, Redeem for $0.02

Chase: Spend $1, Earn 1.5 points, Redeem for $0.0225 (1.5 X 0.015)

However, I believe CapitalOne also has a higher earning rate on hotels which may complicate the comparison?
