The APD tax is collected by the carrier and paid over to HMG just like other taxes.
It applies to stopovers, not connections. Hence, the 24 hours. You can fly CDG-LHR-USA and spend 23:59 in the UK with no APD. Spend that extra minute and APD at either the discounted or standard (premium cabin) rate applies.
