O jobs do not require college degrees) SV grades near GS grades have lower minimums than the GS but have significantly higher maximums. GS range spreads are around 30% while SV range spreads are around 50%. Be careful what you wish for.....

Not filling positions in order to offer step increases is just poor management in my opinion. TSA having a unique pay structure just consumes additional human resources. If one looks at the GS/GL pay scale I think capping at a 9 allows a living wage but nothing excessive. Grade creep would be my concern.
