The hundreds of manual cars I've rented in the past few years would make that difficult.

TBH I only rented the Mondeo because I was hoping to be upgraded into something nicer, not because a Mondeo 1.5 is significantly nicer than a Focus 1.5. But I do think that they deliberately restricted my choice so that they could be covered for future rentals, rather than seeing the car move to the larger station.
