If booking the China Airlines (CI) flight OP should check prices direct through the CI website. Often their cheap fares will have plating restrictions that preclude DL from selling them. Also, the CI marketed flights will pay better RDM/MQD than the same flight with a DL flight number.
Connection in TPE are still very easy,. One does need to keep an eye out though.
Not all CI fare classes earn with Delta and those that do, earn poorly. Unless you purchase a full Y or J ticket.
Generally speaking, you cannot route to East/South East Asia via Europe with SkyTeam. They don't sell tickets with that as a valid routing. Maybe SU will sell one, but the earn rates are as bad as CI.
