Agree with FlyinHawaiian -- total load of BS by CLE personnel. We've had anecdotal reports of stuff like this at other locations. You did the right thing by pressing them. You should follow-up with corp but also contact Hertz on Twitter and ask them publicly what their policy is for PC members booking an ICAR or above at a UC location. Then when they reply, you can recount your experience and ask them how they will compensate you. That's our best advice.

As fo the "comp upgrade" it only applied up to a fullsize car, so if you had booked a standard car, you could have demanded an upgrade to a fullsize car, but there are no upgrades from SUVs to higher SUV classes or other vehicles.
