The cabana staff are clear upon entrance about the time limit and there is often a waiting list of fellow passengers, so I think overstaying the allotted time is bad form regardless of enforcement.
Pier J does have a time limit (also one and a half hours I think) although I have never been there and had a waiting list after me.
