Best time to rent is A.M. based on my ~50 rentals experience, but it largely depends on the day's numbers. I've been able to snag Tahoe upgrades for $15/day some days, while others (albeit few and far between) will not rent one out without a reservation. If you're referring to PC, I'd say probability of the aforementioned is 60%. What did you book?
