I may be mistaken, but I believe that VIP availability and mileage upgrade availability fall in the same bucket. Being just 1 week away, and assuming you're EXP, I wouldn't waste a VIP on the upgrade. If you're on flight 296, better. With the number of F seats available on that flight, I would guess every EXP, Plat, and Gold that requests an upgrade will get it.
