Yeah, it's not a particularly useful number.
Also, apparently seats blocked for crew rest are included in the "remaining" count. Which explained why, in a 26-seat 763 business class cabin showing 3 unassigned seats on the seat map and J3 on ExpertFlyer, the upgrade list showed "5 seats remaining".
