Based on my experience, just put the country of the passport belongs to. If you have a UK passport, even thought you got it in Singapore, the place of issue still be UK. One way to check is use the check in kiosk and scan your passport, then you will notice the correct answer.

Unless they ask "Issued City" or "Issued Office" then it could be different case
