Why don't they pack passports in plastic instead of just dropping them in a paper envelope?
You should be able to complain and use it to get a replacement for no additional State Department fee. Call up the passport agency phone number and tell them you were sent a damaged passport. They will generally ask you to return the damaged passport and provide a statement describing the circumstances for requesting a free reprint
State will provide you with a shipping address, just make sure it is the right one so you don’t end up in interagency mail or anything like that. Send it via trackable means.
