I wonder if it's a broader shift in the industry. WN amended its frequent flyer terms late last year to include language that starting in 2021 for elite free confirmed standby, they'll collect any increases in government taxes (which they currently do not do). I'm guessing there's some amount they were losing that they want to collect now (and perhaps similarly, DL is more strongly enforcing this).
