more broadly, it doesn't really matter what the agent referred to it as. You were informed that it actually is a tax, and you still want to go back and use ambiguous (if we're being generous) language. You're purposefully muddying the waters, which is why a lot of the responses you're getting are not giving you the benefit of the doubt.
My local government is insisting that the latest tax increase that we are being forced to pay, "is not a tax, its a fee" and they are very quick to correct anyone who misspeaks. When you have governments saying they are no longer taxing people, but charging fees to people, you can't really blame people for being confused and not using the right terms or understanding what they are paying.
