The $75 same-day change fee is clearly waived, but delta.com leaves room for "applicable change fees" to be charged to GMs+ for same-day changes. Granted, I don't know if government taxes fall under "applicable change fees." That part could be open to interpretation, and explain why there are some inconsistencies when taxes are charged or waived.

I read the quoted area as one or the other - so either you SDC or, if outside 24 hours or otherwise ineligible for SDC, then applicable change fees based on your fare rules apply - even if you’re GM or higher (whereas with the SDC bullet, it’s making clear that for SDCs, all fees are waived, but non-SDC changes see the change fee stipulated in the fare rules applied).
