Luck has nothing to do with it. If you monitor hilton.com a few times a day you will eventually see when inventory is released and if you book shortly thereafter you will get the stay you want. The only way it is difficult to book is if (1) inventory was already released for the days you want and standard awards are already taken, (2) the days you want are partially in the inventory released and partially in the next batch of inventory to be released, or (3) the date you want to stay are during a special holiday period (such as xmas and new years) when the hotel had a 10 night minimum stay for standard awards (I don't know of any special periods other than xmas/NYE, but you can email the hotel to ask about that).

Thanks for the insight. The time block I am wanting to go looks to fall between two separate award availability drops so that's why i'm not having luck. I check the site about 5/6 times a day to see if the rest of Feb has dropped yet.
I also do not know my culture very well, is CNY equivalent to NYE? Meaning should I expect a big event that I will have to pay extra for if I stay during that time? The 12th is pretty much right in the middle of when I want to stay so that isn't the greatest but it is what it is.
