Exactly. I also overheard the adjacent rep pitching "upgrade to executive room" to guests checkin in. And the same thing there, that (paid) upgrade would have not included lounge access, that would have cost (even more) extra.

I really do like the hotel, it's my favourite in Tallinn, but the aforementioned cheapskate upgrade policy is annoying. My reference point is the neighbouring Hilton where five of the last six stays ended up in executive room upgrade (from the cheapest category room without breakfast) - INCLUDING lounge access (me being HH Gold).
