So from my understanding, it simply means the amount of FOP needed to renew without deducting the 5000 miles is now 35000 instead of 25000 (or 14 instead of 10 JAL intl flights), but one can still renew membership paying 5000 annual miles. Is that how this should be understood?
Yep. That is indeed all it means. Have been brought up in the forum a couple of times already.
