Did you see what option package they were? Chevrolet has a bare bones model, the LS automatic, which has crank windows, push locks, stick mirrors, and no cruise control, for ~$15k. Most customers have presumably left this type of car behind 20 years ago. But knowing Hertz's contradictory behavior, of their inflated ego and pricing intended to remind everyone they are a "premium brand," while purchasing the base model trash with no options, and keeping it for 2 years and 35k mi, I wouldn't put it past them.
The one I poked my head into was LT trim.
