Many (most?) people would say that is not a safety razor, at least in the common parlance. It's a cartridge one - which is allowed in the UK per the link posted by squawk

The cartridges heads detach, unlike on say a fixed head disposable, but it's still a cartridge based one where the blades are small and fixed within the cartridge.

A "safety razor" would more normally mean a double edged razor holding a separate, entirely removable blade that looks like this. These are not allowed
