I agree that it may be "over the top" but maybe that is the way that you can talk to the GM and get to the bottom of this problem. I had a recent incident where I (in jest) mentioned the guarantee when the property's wireless internet access was not working. The front desk staff just wanted to give me the free night (not much since my employer was paying) and all I wanted was to have somebody figure out what was wrong and fix it. Two hours later, I was online and the hotel was not out the revenue.
