There is no TSA policy promoting fight-picking with confused pax. You will see irritated / tired / short-tempered TSA employees, you will see checkpoints dealing poorly with long lines and infrequent / confused flyers, you will see freelance agents make up "rules" or lash out at customers, but those are all down to weakly enforced norms or absence of managers, not official policy.
