How can the Tokyo Marathon refuse to let recreational runners participate without refunding their registration fees? Nonrefundable hotel reservations and plane tickets are a different matter. Also, if these folks travel to Japan anyway because of these costs, how can they be prevented from joining crowds on the street watching the race?
