If CGK is short haul (less than 5 hours), connecting to long haul, the long haul determines lounge access. So in theory, access at CGK. However, this might require your wife to hold the onward boarding pass (as evidence of the long haul).
Still worth trying with the ticket if she doesn’t have a boarding pass.

My parents just had TPE-KIX in paid CX Y connecting to KIX-LAX in award JL J in May 2019. I went over the relevant sections on CX and oneworld websites with them before the trip, and they printed out a copy. The check-in agent was clueless when my parents presented the ticket for the JL flight, and they did have to explain that to the check-in agent, but afterwards the check in agent was able to print the lounge invitation for TPE CX lounge using "ONEWORLD OPERATED JL060 KIXTPE [probably a typo, should be KIXLAX]" as the justification. The bags were through-tagged to LAX but CX was unable to issue onward boarding pass for them. Based on this experience, I would say onward boarding pass is not needed (obviously need to show onward ticket in J), but you will need to explain to check-in agent to get a lounge invitation in advance.
On the other hand, which CGKHKG flight are you on? I see some are shorter than 5 hours (e. g., CX796), but some are longer (e. g., CX776). If you are on a longer one, you can still try, but you are not entitled.
