I've been able to make points award reservations for my family/friends by calling in and having the reservation made specifically for them. (Though it has been a year or 2 since I last did this.) But unless something has recently changed with the free night certs, those specifically state they are for the card holder. So those aren't supposed to be transferable to someone else.
