This is not a renewal. It is a new application. Global Entry and Pre-Check are two different programs administered by two different agencies at DHS. The confusion here is simply that those with GE are afforded Pre-Check.

Thus, the relative, having created an account, simply applies for Pre-Check and pays the $85. The relative will be assigned a new KTN presuming she qualifies.

Do note that only a relatively small percentage of GE renewals require an in-person interview.
