Operational Upgrades

This is a question for AC experts and Empress..

When we view loads (AIR CANADA), J9 C9 and a later J8 C7. Does this reduction in C in any way reflect the fact that the airline knows that it has some confirmed E's and SE's and P's booked in economy and thus a possibility of op ups and in turn selling those seats as Y B M and H fares.
