Isn't a 10 numeric digit field closer to 10 billion unique codes?

And does not UA use 016 codes for more than "tickets', but any "fee" UA charges.

In reality, I think the 4-digit "form code" is not fully used, as IME 016xx , xx for UA.com issued tickets has been 23 or more recently 24 for the past 5+ years

Note 6 char PNR with a few misread number / character combos suppressed is at least billion or more combinations
