I suspect that the agent is right, but the reason is nonsense. "Codeshare partners" have nothing to do with anything. However, neither UA nor AA have any interest in selling you that ticket: AA wants the domestic leg(s), and UA wants the international leg. Therefore, I don't see a combinable fare that would allow you to ticket XXX-IAD-LHR on a UA code followed by an AA code. That means separate tickets.
