FWIW, I'm pretty sure that the actual interline agreement has to be with the operating carrier (BA). UA also has an agreement with BA, so that's fine in this case. I remember a person trying to get a bag checked through to an Royal Jordanian flight with another code (LH, maybe?) and it wasn't possible due to the lack of agreement with RJ.
