One possible workaround might be if, when flying ONLY on BA metal but originating outside the UK, BA offers a comparable fare from a UK travel agent than direct due to a local point of sale.

You would then be able to buy the TA ticket and upgrade it, assuming it's in an upgradeable fare bucket and not a bulk fare.
